Paths to Attaining Food Security: The Case of Cameroon

Abstract: This paper sets out to develop a framework for characterizing agricultural growth orientations. We identify four main components in the global food system (technology, institutions, people, and natural resources). Based on the extent to which any two of these components are important in driving the growth of agriculture, we distinguish four main orientations of agricultural growth: local food, high resource-technology driven, guided technology driven, and right-to-food growth orientations. Given the social and environmental challenges that agricultural growth has to meet in Cameroon, we argue that the local food orientation and guided technology-driven orientation offer better opportunities for meeting the problem of food security in this country.
Outreach and sustainability of inventory credit programme in Ghana

Abstract: The study examined the outreach and sustainability of the inventory credit programme (ICP) in Ghana using both qualitative and quantitative data between 1996 and 2003. The findings revealed that the outreach of the ICP reached the poor with a depth of 25-47% (nationwide) measured in terms of loan size/GNP per capita. The outreach measured in terms of percentage of female clients served was initially 20%, but fairly increased to 59% over the study period. However, a comparative analysis with two successful MFIs in Ghana and standardized performance benchmarks indicate that the ICP did not perform well in reaching the very poor. The results of the financial performance indicate that the ICP was operationally and financially sustainable. Further, the study showed that the ICP had high loan recovery rate which underlies its profitability. However, the ICP operated with a low efficiency measured in terms of adjusted operational expenses ratio. Based on these findings the study concludes that there is a trade-off between outreach to the poorest and a financial sustainability of the ICP which can be mitigated by the enhanced credit allocation through lower cost structures.
Trends in Agriculturally-Relevant Rainfall Characteristics for Small-scale Agriculture in Northern Ghana

Abstract: This study set out to investigate the trends of agriculturally-relevant rainfall characteristics among small-scale farmers in the rainfall-sensitive dry savanna agro ecological zone of northern Ghana. Interviews are used to identify characteristics of rainfall which are deemed by the farmers as important in their food production. Time series daily rainfall data from 1960-2007 is then used to identify trends in these variables which include the amount and temporal distribution of rainfall, occurrence of extreme daily rainfall events, the onset of rains, risk of dry spells and coefficient of variability of rains. The risk of dry spells for varying number of days following the planting period is computed using first-order Markov chain modeling. We find that there is a significant increase in mean rainfall per rain day and the coefficient of variation or summer rainfall amounts. No significant change in the onset of rains, the annual rainfall amount and maximum rainfall days are established. However, a significant decrease in the number of rain days and the probability of dry spells of up to seven and eleven days in the first four weeks of the planting season is revealed. There is need for development of an agricultural policy framework designed to understand the growing risks associated with agricultural production among small-scale farmers, and to improve management practices to accommodate and adapt to the new challenges of varying rainfall.
Measuring Trade Costs in Economic Community of West African States (ECOWAS)  [PDF]

Abstract:

In this paper, we measure trade costs for ECOWAS countries and infer their impact on trade flows. The paper applies an unconditional general equilibrium trade model consistent with the Ricardian and heterogeneous firms’ models of trade to estimate a trade cost equation to obtain the tariff equivalent trade cost measure for ECOWAS countries. The method expresses the trade cost parameters as a function of observable trade data. We find that over the period 1980-2003, the cost of trading within SSA was the highest, compared to other regional groups, at an average tariff equivalent of 271.5 percent. On average ECOWAS countries traded with their trading partners at a tariff equivalent trade cost of 268.2 percent, higher than countries from other regional blocs within and out of SSA. With regards to trade flow involving ECOWAS countries, estimates of tariff equivalent trade costs indicates that on average ECOWAS countries traded among each other at a lower cost than with other trading partners from economic blocs out of ECOWAS. This could be attributed to the positive impact of regional trade integration efforts. Over the years especially since 2000, ECOWAS seemed to have promoted intra-ECOWAS trade especially with regards to export of manufactures. With regards to countries within ECOWAS, intra-ECOWAS trade costs with Cote d’Ivoirewere the lowest at an average tariff equivalent trade cost of 138.5 percent and this was significantly lower thanGhana,NigeriaandBenin.

Sustaining Food Security in the Philippines: A Time Series Analysis

Abstract: With the complexities of life that modernization has offered to humans, many forgot that basic needs comes from the environment. This research proved that Philippines as a predominantly agricultural country must focused on its strength in sustaining the country’s food needs. Factors that sustain food security condition of the country was identified guided by the economic model by Smith and Haddad that specified that in an agrarian economy food security will be achieved through increasing food productivity. Secondary data were used in the study covering 23 years from 1990 to 2013 and were estimated using the Ordinary Least Square (OLS) regression. Empirical findings show that the share of agricultural budget to the total General Appropriations Act has significant positive effect on the food security index increasing by 3.72. The study concluded that food security will be sustainable if the population depending on agriculture, fishery, hunting and forestry will be decreased.? This suggests that experts on agriculture must intervene on the micro level dealing on the production decisions made by farmers and fishermen as this has an impact on the food security condition of the country.

Abstract: Using the bound cointegration test, we examine how Foreign Direct Investment (FDI) influences Ghana’s growth through the financial environment. We use data from different sources including the World Development Indicators (WDI) of the World Bank, covering the period 1977-2010 to address this. Our key results are interesting. Specifically, our results show that, both in the short run and in the long run, FDI will have a better influence on growth in a sound financial environment. However, whiles the capital market is important to propel FDI’s influence on Ghana’s growth in the long-run; in the short run, developing the banking sector alone is not sufficient to achieve growth. Banking sector development needs FDI to influence growth. Our results justify enormous efforts made by Ghana to attract FDI and further suggest that the continuation of this policy will be beneficial to the economy given the relative progress made with regards to banking system and capital market development over the past two decades.
Willingness-to-Pay for Potable Water in the Accra-Tema Metropolitan Area of Ghana  [PDF]

Abstract: A major problem confronting the Accra-Tema Metropolitan area of Ghana is the provision of potable water supply. One reason for this occurrence is the inability of Ghana Water Company Limited to meet the growing demand. This can partly be attributable to the ineffective pricing by the PURC which is below cost recovery levels. In this study we investigate household’s willingness-to-pay (WTP) for potable water supply together with the factors that determine WTP by using the Contingent Valuation Method (CVM). The results indicate that households in the Accra-Tema metropolis are willing to pay on the average GH¢0.10 for a bucket (17.5 litres) of water which is about 7 times more than what they are paying currently. Analysis of the factors that influence households WTP indicates that income, time spent to fetch water from existing sources, level of education, sanitation facility, perceived quality of current water supply, sex of the respondent and marital status are the main factors influencing households WTP for potable water supply services in the metropolis. We recommend that government improve water supply and increase tariffs since people are prepared to pay more for potable water supply as well as reduce inefficiencies that exist in the sector.
A Stochastic Production Investigation of Fish Farms in Ghana

Abstract: This paper considers the stochastic production frontier approach to analyse the technical efficiency and its determinants of fish farms in Ghana using a cross-section data of 150 farms. It considers the explicit effects of family and hired labour on production by setting the log-value of the zero-observation of these two sources of labour to zero with dummy variables. Results demonstrate that expected elasticities of mean output with respect to all input variables are positive and significant. Findings also show that family and hired labour used for fish farming in Ghana may be equally productive. Fish farms in Ghana are revealed to be characterised by technology with increasing return to scale. The combined effects of operational and farm specific factors are found to influence efficiency. The study further reveals that inclusion of interaction between some exogenous variables in the inefficiency model is significant in explaining the variation in efficiency. Results also suggest that small pond operators are more efficient than farms with large ponds. Mean technical efficiency is estimated to be 78 percent.
